Text Box: Legislative Requirements for all Municipal Public Health and Well Being Plans. Section 26(3) of the Public Health and Wellbeing Act 2008 requires that in preparing a municipal public health and wellbeing plan, a council must have regard to the State Public Health and Wellbeing Plan. The Victorian Public Health and Wellbeing Plan 2019-2023 (Victorian Government 2019) provides the basis for a comprehensive prevention system, and as such is the framework within which funding and partnership opportunities are facilitated.
Assessment Task Two
This assessment task builds on AT1 Mapping Determinants for Health, which examined one of the 10 priority health issues specified in the Victorian Public Health and Well Being Plan 2019-23 (Victorian Government 2019 p.2-3) for a particular population group. This assessment task continues this investigation with a more detailed mapping of determinants that demonstrates inequities in health. It will also identify health interventions which can address the determinants from a local government perspective. In this assessment task you will examine how well ONE Municipal Public Health and Wellbeing Plan (MPHWP) addresses the determinants for your selected population group and the health issue. Choose one from the following options (Health and Well Being Plans available on unit site):
· City of Greater Geelong
· Moreland City Council
· Mildura Rural City Council
· Corangamite Shire
Assessment Requirements
1. Introduction: Provide a description that clearly outlines the focus and context for your report and provide a brief overview of the areas to be covered in the sections outlined below. (150 words: 2.5 marks)
2. Context: Focusing on your health issue (and where possible the population group) provide a robust and rigorous evidence based context which includes:
a) The significance of your chosen health issue (ie, obesity, alcohol misuse, family violence, negative mental health as a function of climate change/extreme weather events/natural disasters) by outlining the prevalence, severity, impact, costs (individual, social, economic), and trends over time.
b) A description of the extent of this health issue commencing at a global level followed by data for Australia and then Victoria. Use a range of reputable references including specialised agencies (such as WHO) government reports, Australian Bureau of Statistics (ABS) data as well as peer reviewed academic journal articles. You can also refer to the information in the Victorian Public Health and Wellbeing Plan 2019-2023 but this must be in addition to other references used for this section. (800 words: 10 marks)
3. Identifying determinants of health: Focusing on your health issue and population group:
a) Use relevant and recent references to explore the determinants (social, cultural, political, economic, environmental etc.) of the health issue for your identified population group. Identify and explore a range of risk factors that are linked to the issue. Use the Dahlgren and Whitehead (1991) model to map the interrelationships between these risk factors and the health issue for your population group. You can use the determinants identified from AT1 but you need to make sure you have added additional determinants to the map. All determinants need to be referenced. The model must be correctly labelled and referenced.
b) Describe how the determinants are connected (for example sedentary lifestyle determinant is connected to social isolation for obesity in older men). Use academic references to substantiate the major contributing factors. (Concept map, plus 300 words: 10 marks)
According to the Victorian Public Health and Well Being Plan 2019-23 (Victorian Government 2019), local government has a key role in leading improvements in health and wellbeing for the local community.
4. Identifying health interventions to address determinants. Choose ONE Municipal Public Health and Wellbeing Plan (MPHWP) from the options listed in your unit site.
a) Outline where your chosen health issue and population group are integrated into the MPHWP.
b) Discuss the extent to which the MPHWP addresses the multiple determinants of health for your health issue and population group. Make sure to read the plan carefully as determinants may be addressed in several sections of the plan. Are there any gaps? What are the strengths of the MPHWP? (Approx. 500 words: 10 marks)
5. Conclusion: Summarise the links between the health issue, specific population group and determinants and how well they are addressed in your chosen Municipal Health and Wellbeing Plan. (150 words: 2.5 marks)
6. Presentation/grammar/referencing. (5 marks)
